The question was asked the other day, "How do I stop my velvet dress from trying to walk up on me?".  I figured out why it did that several projects ago--even the suggestion of horizontal stress and it starts to climb--but never how to prevent it.  Someone who doesn't sew but has an eye for fitting wondered about "something along the lines of double-stick tape" on the stockings or some form of lining, but we couldn't find anyone with both a stretchy velvet item and a slip.  Stretchy velvet top and long underwear exacerbated the climbing problem, that much I remember.  All of the garments I tried were unlined and I believe the velvet dress in the original question wasn't either.

a slick anti-static lining will fix this problem.  velvet will climb up anything with a nap to it, and this will create static which brings on a whole new set of issues.  Because this is stretch velvet, you might want to consider a lingerie lining.  My typical lining for velvet is either silk or ambiance, neither of which come with stretch- although of the skirt isn't snug you should be okay with either of those.  A slip made of ambiance may also do the trick.

This may be so obvious that you have already considered it, but  :  my mother told a horror story of making a velvet dress and flinging her coat open to display it on arriving at a party, only to find it had walked up to her waist.  The reason :  she had made it up with the nap of the fabric pointing down. . .

Using any nap fabric in the wrong direction can cause problems.  I also know someone who used fake fur pointing down for the facings of a coat, and the coat closure would never stay in place.
